[Apt-Rpm] [PATCH 2/2] Output streams fix

Hi!

c0out, c1out and c2out are declared static in 'cmdline.h' which is included both
in 'cmdline.cc' and f.e. 'apt-shell.cc'.
So, each source file has its own instances of streams.
cout duplication to that streams is done in apt-shell.cc, but functions in cmdline.cc
use another streams, so output is partially lost (F.e. 'list' command in apt-shell dosn't show anything).
