Delaying Post-scriptlets, ala Debian Apt.

Oh, I'd forgotten about %posttrans. Sure, it executes after the 
transaction (and since it's run by rpmlib, it works in apt just as well) 
but it's not really the same as delaying (all) scriptlet execution until 
transaction completes.
