Bug blocking CentOS to provide apt

this seems to be neither a bug in apt or any packages, it is a bug in
the way centos generates the apt repo, e.g. like a missing --bloat to
genbasedir or similar that strips off part of the metadata like file
provides and virtual dependencies.

I tested it with RHEL4/i386 on apt-0.5.15lorg3.2 and apr-devel hapily
installs (properly pulling in apr).
