[patch] Remove man-page generation support

Hi,

The patches below remove all references to the sgmltools, having been
used to build the man-pages, from configure.in.

*-2.diff contains the actual patch.
*-3.diff is the diff containing the results of running the autotools
with *-2.diff applied
