[Apt-Rpm] [ANN] hasher: safe packager builder

Hello,

This tool could be interesting for APT-RPM users, and especially for
distribution developers: http://en.altlinux.org/Hasher

It is a package builder, similar to the Fedora's mock or Debian's
pbuilder, which uses APT-RPM to obtain necessary packages for build
environment, and designed to be secure.

In particular, package building with hasher does not require root
privileges beyond initial setup (adding builder user to the specific
group), and it's safe to build any package using pbuilder, even
malicious one: build environment won't be compromised in any kind.
