I'm not really familiar with delta-rpm, but a brief look at yum-presto (a 
delta-rpm plugin for yum) suggests supporting delta rpm would require 
nontrivial amount of nontrivial apt-rpm hacking.

I added delta rpm support to the long-term roadmap though :)
