Actually there is. Here are some references (warning: shameless plug
follows... ;-):
* Software Updater: (my very own...) gtk-based applet, regularly
checks for updates as non-root. Doesn't have a website, but a plublic
SVN repository at
http://aptrpm.caixamagica.pt/trac/browser/software-updater/trunk
If you try it out, I'd like to hear your comments and suggestions.
* APT Indicator: a Qt-based applet for KDE that hasn't seen
updates in a while. It can be found here:

* update-notifier: I just came across this Debian package, you
might also want to look into it:
http://packages.debian.org/stable/gnome/update-notifier
