Ok, found + fixed in svn, I'll make a new tarball available shortly.
Wasn't epoch related at all, it was an earlier regression from fixing an 
off-by-one in one place but not the other causing files to be associated 
with wrong packages causing .. interesting effects on dist-upgrade ;)
