[patch] Further config cleanups

Hi,

Another round of configure script/Makefile.am cleanups:

The patche below replaces the questionable magic to conditionally
install headers in buildlib/Makefile.am with AC_CONFIG_LINK'ed files and
enables us to entirely get rid of buildlib/Makefile*.

After applying the patch, please perform the following steps:
* svn rm buildlib/Makefile.am buildlib/Makefile.in
* autoreconf
* svn commit
(This patch affects all auto* generated files)
