[patch] stop showing hash/percent on quiet mode

Hi,

The attached patch makes apt-get quiet in quiet mode.

apt-get (librpm) shows hash or percent when installing packages,
even if it is in quiet mode(-q). It should be loggable output.

Could you apply this patch?
