[patch] i18n fixes

Hi,

The patch below addresses 2 issues related to i18n:

1. Eliminate Dir::Locale.
This config variable is not useful.

2. Call bindtextdomain in libapt's initialization.
This assures the correct locale files are being used when using libapt.
