Alan Modra seems to have introduced it to binutils trunk on 2004-03-18.
On 2004-04-08 he seems to have backported it to binutils-2.15-branch.
binutils-2.15 (released sometime May 2004) had been the first FSF
release of binutils having contained support for --as-needed (Note: Most
Linux binutils ship H.J.Lu's binutils, these are not identical to the
FSF versions).
