distributions of the promoteepoch era (which 2.1 is) are broken in
repomd, due to an assertion of no epoch = zero epoch. I had been
trying to get apt & repomd working for RH7.3-RH9 which are also
promoteepoch distros and finally gave up. Check the archives of this
list for Panus explanations and about the pitfalls (patching
createrepo, becoming incompatible with other tools, e.g. breaking
smart & yum and so on).

There are no drawbacks to not using repomd with apt, in fact apt will
be slightly faster w/o repomd, so I recommend to simply use apt w/o
libxml for 2.1.
