If you mean the implementation in apt, I agree wholeheartedly.

If you mean the current createrepo commandline and Smart/Yum, I think we 
should fix them to make them compatible with older releases wrt. 
none-epochs. (if this is an issue at all)

The best way forward is to patch yum and smart and explain upstream why 
this is necessary.
